THE INTERNATIONAL COUNCIL FOR ADULT EDUCATION International Council for Adult Education (ICAE) represents the world-wide adult education movement of non-governmental organizations working at the grassroots, national and regional levels. Founded in 1973 by J. Roby Kidd, ICAE now includes over 100 national, regional and sectoral organizations. The ICAE works to strengthen the practice of adult education through publications, research, seminars, workshops, and South-South exchanges.
