  Accounting Standards (U.S.)
FASB Accounting Standards Codification: Professional View "The Codification is the single source of authoritative nongovernmental U.S. generally accepted accounting principles (US GAAP). The Codification is effective for interim and annual periods ending after September 15, 2009. All previous level (a)-(d) US GAAP standards issued by a standard setter are superseded." The site includes full text of the FASB Codification, notices of updates to the codification, Exposure Drafts (proposed standards), and access to the pre-codification FASB standards.
Password required.
Access is limited to EMU Accounting faculty and EMU students currently taking Accounting courses. The professor of your Accounting course will give you a user ID and password. Students may not share their password with anyone.
Pre-Codification Standards Superceded by FASB Codification This site offers full text of of the pre-codication standards, which have been superceded by the FASB Codification. For the current FASB standards use the first link above to login to the FASB Codification. This site has full text of the pre-codification Statements of Financial Accounting Standards (SFAS), Statements of Financial Accounting Concepts (SFAC), FASB Interpretations (FIN), FASB Staff Positions, and FASB Technical Bulletins (FTB). There are also EITF Abstracts (Emerging Issues Task Force).

Federal Financial Accounting Standards The FASAB site offers full text of many official documents, including full text of the Original Pronouncements and the Current Text. Also, full text of federal entity GAAP standards, interpretations, technical bulletins, technical releases, and concepts.

GASB Statements and Interpretations The GASB Web site provides only the summary and status information of GASB Statements, Concept Statements, and Interpretations. Full text of these is not available at the site. For full text GASB standards, see Checkpoint above.
OMB Circulars The federal Office of Management and Budget issues instructions to federal agencies via circulars. The major topics covered include: the budget, state and local governments, educational and non-profit institutions, federal procurement, federal financial management, federal information resources and data collection. For example, this includes OMB Circular A-133, Audits of States, Local Governments, and Non-Profit Organizations.
  International Accounting Standards
IASB Standards on Checkpoint Checkpoint has full text of IASB standards (IFRS & IAS), interpretations, implementation guidance, exposure drafts, discussion papers, and other materials. CIMA Official Terminology The Chartered Institute of Management Accountants (CIMA) is a professional organization for accountants in the UK and other countries such as Australia, Ireland, Malaysia, South Africa, Sri Lanka, etc. This book provides official CIMA definitions of accounting terms and also includes numerous charts and tables.

Ernst & Young International The Ernst & Young site for a particular country or region often offers documents relating to accounting standards in that country. Sometimes an entire book, such as Doing Business in Poland, is available for download.

IAS Plus Deloitte This site by the accounting firm Deloitte Touche Tomatsu provides a wealth of information on international accounting standards, including accounting standards information by country, model IFRS financial statements, comparisons of IFRS and national GAAPs, and updates on accounting standards for various countries.
International Financial Reporting Standards Desk Reference This reference book for use in the library offers information on each of the IAS standards, including the problem and purpose, scope, exclusions, main requirements, main disclosures, and examples of related national standards. There is also a dictionary of related terms, list of common acronyms, and listing of accounting standards bodies by country. Introductory chapters provide an overview of the development of international accounting standards.

TRANSACC - Transnational Accounting "Transnational Accounting, Second Edition, is the definitive guide to accounting standards in 21 countries and entities throughout the world." The paper supplement to the three volume set includes multi-language translations of accounting terms.

AICPA Audit and Attest Standards AICPA standards on audit and attest services include standards by the Auditing Standards Board (ASB), Accounting and Review Services Committee (ARSC), and Professional Issues Task Force (PITF). Some publications such as Practice Alerts are free on the site; while other publications are available only as a purchase or with a membership in AICPA.
TIP: Click on the link, Authoritative Standards for Auditors of non-SEC Issuers to find some full text of Original Pronouncements (SAS) or Codified Professional Standards sections (AU sections). Site does not offer the full version of Professional Standards for free.
Auditing Standards - Including the Standards of the PCAOB This reference book available at the library "represents a comprehensive, up-to-date compendium of current auditing standards, including the requirements of the Public Company Oversight Board (PCAOB), established under the Sarbanes-Oxley Act."

Government Auditing Standards GAO "Government Auditing Standards (the "Yellow Book") contains standards for audits of government organizations, programs, activities, and functions, and of government assistance received by contractors, nonprofit organizations, and other nongovernment organizations. These standards, often referred to as generally accepted government auditing standards (GAGAS), are to be followed by auditors and audit organizations when required by law, regulation, agreement, contract, or policy." This site links to the standards, exposure drafts, and related guidance.
IFAC Standards and Guidance "IFAC issues guidance in the following key areas: auditing, assurance, related services and quality control; education; ethics; information technology; professional accountants in business; and public sector accounting." Available for free on the site are International Standards on Auditing (ISAs), International Standards on Assurance Engagements (ISAEs), International Standards on Related Services (ISRSs), International Standards on Quality Control (ISQCs), International Auditing Practice Statements (IAPSs), IFAC Code of Ethics for Professional Accountants, International Management Accounting Practice Statements, International Public Sector Accounting Standards, and more.

Institute of Internal Auditors Standards and Guidance IIA The IIA web site provides the text of the International Standards for the Professional Practice of Internal Auditing. Also included are attribute standards, performance standards, a Code of Ethics, and position papers.

PCAOB Standards This site for the Public Company Accounting Oversight Board (PCAOB) has full text of PCAOB Auditing Standards and related rules. There are also interim standards pages for:

AICPA Antifraud & Corporate Responsibility Resource Center Site offers cases, news, reports, and educational materials on accounting fraud and its detection, investigation, and prevention.
AICPA Code of Professional Conduct The AICPA Code of Professional Conduct is available in full text at the AICPA web site. Note that there is also a link to a topical index to the code.
Association of Certified Fraud Officers ACFE The Association of Certified Fraud Examiners posts articles and reports on fraud topics on the ACFE site, including an annual Report to the Nation on Occupational Fraud & Abuse.
A number of articles/reports are free on the web site, but some are available only to members.
PricewaterhouseCoopers Global Economic Crime Survey The "Economic Crime Survey is based on interviews with more than 3,600 senior executives in 34 countries, and reveals their experiences with fraud, its causes and losses, their responses and recovery actions and the effectiveness of fraud prevention measures." There are also supplements for specific countries.

Internal Revenue Service IRS The IRS site includes forms and instructions for filing taxes, the Internal Revenue Manual (IRM), Internal Revenue Bulletins (IRB), Plain Language Tax Regulations, Applicable Federal Rates, Collection Financial Standards, Coordinated Issue Papers, Market Segment Understandings (MSU), Tax Fraud Alerts, and more. Tax Legislative History (Federal) via LexisNexis Congressional You can use LexisNexis Congressional to research the legislative history of tax bills and to get the full text of related congressional documents such as bill versions, the enacted Public Law, House and Senate Reports, Hearings, debate from the Congressional Record, and sometimes Committee Prints.

Tip for finding legislative histories:
Choose Legislative Histories ... search form. Note that you can restrict your search to specific sessions of Congress. Use links from legislative history record to access full text of related documents. Occasionally link will take you first to an abstract, but you can then link from there to full text of the document(s).

Tip for finding a document when you have the citation:
Choose Search by number, then use pull down menus to choose document type (i.e. H.rpt) and congress (i.e. 109) and type in document number (i.e. 542).

Tax Law Links These tax law links are provided by the American Bar Association Section of Taxation. Also at the ABA Section of Taxation site is the Index of IRS Documents which posts the full text of recent IRS "memos and notifications, including advance notices of proposed rulemaking, revenue rulings, and final regulation notices."
Tax Policy Center "The Tax Policy Center is a joint venture of the Urban Institute and Brookings Institution. The Center is comprised of nationally recognized experts in tax, budget, and social policy who have served at the highest levels of government." Reports at the site include model estimates for tax proposals, policy briefs, Tax Policy Discussion Papers, articles, research reports, and other documents. Full text of most documents are free on the site. The Tax Facts Database provides data tables for many tax topics. You can search publications by keyword at the site.

TIPS: You should rarely use all fields at once in your search. You probably do usually want to set your search for English language publications only.

The International Accounting Standards Board (IASB) was preceded by the Board of the International Accounting Standards Committee (IASC), which operated from 1973 until 2001. Government Accountability Office GAO The GAO "studies how the federal government spends taxpayer dollars. GAO advises Congress and the heads of executive agencies ... about ways to make government more effective and responsive. GAO evaluates federal programs, audits federal expenditures, and issues legal opinions."
Internal Revenue Service IRS "The Internal Revenue Service is the nation's tax collection agency and administers the Internal Revenue Code enacted by Congress."
Office of Management and Budget OMB "OMB's predominant mission is to assist the President in overseeing the preparation of the federal budget and to supervise its administration in Executive Branch agencies." Within the OMB the Office of Federal Procurement Policy (OFPP) and the Cost Accounting Standards Board (CASB) set standards related to federal procurement and contracting.
Securities and Exchange Commission SEC "The primary mission of the U.S. Securities and Exchange Commission (SEC) is to protect investors and maintain the integrity of the securities markets." The SEC site includes text of regulatory actions and interpretations, such as Staff Accounting Bulletins (SAB) or Staff Legal Bulletins (SLB).

American Accounting Association An organization for Accounting educators and researchers. Site has accounting news, info on association meetings and publications, and other info of interest to Accounting professors.
American Institute of Certified Public Accountants AICPA "The American Institute of Certified Public Accountants is the national, professional organization for all Certified Public Accountants."
American Society of Women Accountants (ASWA) "The mission of ASWA is to enable women in all accounting and related fields to achieve their full personal, professional and economic potential and to contribute to the future development of their profession."
Association of Government Accountants (AGA) "AGA serves the professional interests of financial managers, from local, state and federal governments, as well as public accounting firms,..." The AGA oversees the Certified Government Financial Manager (CGFM) credential. Within the AGA, the "Financial Management Standards Board (FMSB) offers comments on issues that are being debated in the financial management world."
Institute of Internal Auditors (IIA) "The Institute of Internal Auditors (IIA) serves as the global voice and advocate for the internal audit profession."
Institute of Management Accountants (IMA) The IMA mission is: "Provide to members personal and professional development opportunities in management accounting, financial management and information management through education and association with business professionals and certification in management accounting and financial management." Certification programs include the Certified Management Accountant (CMA) and the Certified Financial Manager (CFM). The IMA issues Statements on Management Accounting (SMAs) to express views on management accounting and financial management issues. Go to the Michigan Council web site to find out about local chapters and events.
Michigan Association of CPAs MACPA MACPA is an association for CPA's and affiliated professionals in Michigan. It provides continuing education opportunities and promotes the accounting profession. The site has good information for students on different types of accounting positions, career paths, and the CPA exam. Student members of MACPA can also get information on internships and scholarships.
National Association of Black Accountants (NABA) "NABA represents the interests of over 100,000 African-American professionals in the fields of accounting and auditing, finance, consulting, and management information systems, as well as a host of other career tracks relating to finance functions."
National Association of State Auditors, Comptrollers and Treasurers NASACT is "an organization for state officials who deal with the financial management of state government."
National Society of Accountants NSA "NSA and its affiliates represent more than 30,000 independent practitioners who provide accounting, tax, auditing, financial and estate planning, and management services to 19 million individuals and businesses. Most members are sole practitioners or partners in small- to medium-size accounting firms."

IFACnet This specialized search engine searches materials on the web from professional accountancy bodies worldwide, such as the AICPA, International Federation of Accountants (IFAC), Association of Chartered Certified Accountants (UK), Canadian Institute of Chartered Accountants, Institute of Management Accountants, National Association of State Boards of Accountancy, CPA Australia, and numerous other international accounting bodies. It can be used to find "leading-edge articles, good practice guidance, management strategies and tools, and other resources developed by professional accountancy bodies worldwide."

Michigan State Board of Accountancy "The Michigan Board of Accountancy is responsible for the certification and licensure of certified public accountants and public accounting firms ...." The Web site includes information on the CPA exam, continuing education, and CPA certificate requirements.
National Association of State Boards of Accountancy NASBA The NASBA site includes links to all state boards of accountancy as well as the Statement on Standards of Continuing Professional Education (CPE) Programs.
Wiley CPA Examination Review The library keeps up-to-date study guides for the CPA exam for use in the library only. Volume 1 of the Wiley CPA Examination Review provides outlines and study guides for all content areas of the exam. Volume 2 provides examples and problems and solutions with rationales for correct and incorrect answers. Volume 2 also has a sample examination for each of the four exam parts.

Accountants and Auditors Occupational Outlook Handbook This source by the U.S. government discusses accounting work, training needed, the job outlook, and average earnings. Also, links to information on similar occupations.
Accounting.com Has a searchable database of job postings.
AICPA Job Resources Access to two sources of job postings as well as other career information such as salaries, hiring trends, and interviewing tips.
Best Resumes for Accountants and Financial Professionals This book provides many sample resumes and cover letters. Especially useful is the section on resumes for recent graduates.

CPA Directory Site offers a searchable database of CPA's and firms. Also, a searchable jobs database for accounting and related professionals.
JobsInTheMoney At this site you can search for accounting, auditing, and other financial job openings, post your resume, or sign up for email alerts of job openings.
NABA Career Center The National Association of Black Accountants offers a searchable database of job openings.
Robert Half Finance and Accounting This company is a financial recruiting service (or head hunter). The site has a searchable database of accounting and other finance jobs. The site also has press releases with information on the forecast for hiring in accounting/finance.
Starting and Building Your Own Accounting Business This guide to starting an accounting business is available as an E-book via NetLibrary or in hard copy from the library.
